Inclusion of "session inactive" error into calculation of erroneous transaction fee

Starting on 12:00 AM October 21, 2016 in the Derivatives market "session inactive" error is included into calculation of erroneous transaction fee.

This error occurs when a user attempts to send or change an order while trading session for this instrument is inactive.

The inclusion of this error is designed to stimulate the appropriate use of Moscow Exchange IT infrastructure and to increase the quality of service to the Exchange"s clients. It is achieved  by making an incentive not to send a large number of orders during the last seconds before the start of a trading session and to disable trading algorithms while the clearing session is ongoing.
