RUB Penalty Rate Change

According to the decision of CCP NCC starting from June 22, 2020:

RUB Rollover Rate in FX and Precious Metals Market (SD_RUB) is set equal to 9%.

Upper REPO Penalty Rate (HPenRate) on Equity Market is set equal to 9%.
