New USDRUB_TDB order book

The new FX instrument USDRUB_TDB was launched on the MOEX FX Market in April 2019.
From the 2 September 2019, maker/taker fee will be launched on the FX Market:
- Maker - $16/mln
- Taker – 0*
From the 16 September 2019, the following changes will be launched on the FX Market:
- Lot size – $1 000, minimum order size – $1 000 000
